Creo que su problema es que no usa uno de los SQLiteOpenHelper métodos de (getWritableDatabse o getReadableDatabase ) para abrir la base de datos.
Más bien usas la SQLiteDatabase de ABIERTO método. Que no hace la verificación y configuración de la versión.
Si elimino el comentario de this.getReadableDatabase() en mi constructor, se llama al método onUpgrade pero no puedo consultar los datos y devuelve un error.
Presentamos getReadableDatabase , luego realiza la verificación e intenta copiar la versión más nueva, pero la versión anterior está abierta y, por lo tanto, es probable que tenga un conflicto como resultado.

Ejemplo de trabajo
El siguiente ejemplo de trabajo utiliza el código de la respuesta vinculada, pero se basa en el código y la base de datos de la pregunta (como se puede comprobar).
La clase subyacente principal es DatabaseAssetHandler.java , que incluye una serie de métodos estáticos para verificar y copiar la base de datos, especialmente como un archivo en lugar de una base de datos SQLite.
Una subclase de SQLiteOpenHelper, basada en el DatabaseHelper.java de la pregunta class pero utilizando los métodos DatabaseAssethandler para verificar la versión codificada contra la versión del archivo de la base de datos (negando la necesidad de usar el método onUpgrade y también el método onCreate)
Finalmente, el ejemplo incluye una Actividad, MainActivity.java como normalmente encontrarías. Esta clase extrae además todas las filas de la base de datos y vuelca el Cursor en el registro.
