Puedes hacer esto con una consulta:

select (case when city = 'mumbai' then 'pune'
             when city = 'pune' then 'mumbai'
             else city
        end)
. . .

Si desea cambiar los valores, entonces:

update table t
     set city = (case when city = 'mumbai' then 'pune'
                      when city = 'pune' then 'mumbai'
                 end)
     where city in ('mumbai', 'pune');
