No creo que haya una manera simple en MySQL. Una forma de hacer esto es generar un número de fila para cada fila dividida en grupos por rating_name, y luego seleccionar solo las filas con row_number 2 o menos. En la mayoría de las bases de datos podría hacer esto usando algo como:
