Para almacenar las horas normales de funcionamiento, deberá almacenar una serie de registros que contengan:
- Tienda - ENTERO
- Día de la semana - ENTERO (0-6)
- Tiempo Abierto - TIEMPO
- Hora de cierre - HORA
Supongo, por ejemplo, que cada tienda tiene horarios reducidos durante los días festivos nacionales, o tiene plantas cerradas, por lo que también deberá almacenar algunos registros de anulación:
- Tienda - ENTERO
- Anular fecha de inicio - FECHA
- Anular fecha de finalización - FECHA
- Día de la semana - ENTERO (0-6)
- AltOpenTime - HORA
- AltCloseTime - HORA
- Cerrado - ENTERO (0, 1)
Encontrar tiendas abiertas es trivial, pero también debe verificar si hay horas de anulación:

AND DayOfWeek = WEEKDAY(NOW())
Si hay algún registro devuelto, esas tiendas tienen horarios alternativos o están cerradas.
Puede haber algunos buenos SQL-fu que puedes hacer aquí, pero esto te da lo básico.

En cuanto a la eficiencia, es eficiente en el sentido de que solo tiene que hacer una llamada a MySQL, lo que suele ser un cuello de botella si se trata de una red. Tendrá que probar y ver si esto funciona según sus especificaciones. Si no, puede que te toque jugar con algunos índices.
