¿Cómo manejo los valores nulos en las declaraciones NOT IN y NOT LIKE en Oracle?

Prueba esto:

AND (NVL(T.Col_One,'NuLl') NOT LIKE 'AString'
      OR NVL(T.Col_Two,'NuLl') NOT IN ('BString','CString'))
