Creo que la clave para esto es comprender en qué bloques caen los 188, 198 y 88. En el cte a continuación, estoy trabajando sobre la base de que un 88 siempre termina un bloque y estoy asignando el ID de fila del 88 a todos los ID de fila menores que él, lo que habilita el grupo.
